A report from the WIIT and TRA 2014 transport conferences

Thanks to the organizers of the WIIT, we had the opportunity to participate in two major events that took place on 14-16 April 2014 in Paris :

WIIT aims to promote gender understanding and parity in all transport issues. The fifth such conference took place for the first time in Europe. It is cosponsored by a US organization, the Transportation Research Board (an academic council for research on transport), and was co-organized by a main French public institute for transport, IFSTTAR. Most attendants came from academia and research, plus American representatives from transport institutions. Most conference topics were close to issues that directly impact the individual, such as safety, sustainability, and the impact on professional life. It gathered around 200 attendants, all full of energy !

TRA aims to be the main event on transport in Europe. It is relatively new (since 2006), and it is co-funded by the European Commission with 600.000€, and by main actors of the transport industry, such as the European technology platforms for Road, Rail and Water (ERTRAC, ERRAC and Waterborne respectively), and the Conference of European Directors of Roads (CEDR). It is inspired by the Transport Research Board conferences. It gathered about 2500 attendants during 3 days. Main topics were scientific innovation, economic growth, innovations for users, and environmental protection, illustrated through a series of projects, many of them cofunded by the European Commission.

TRA is now open to all modes and to all forms of transport, including urban transport, so this may interest all people indeed.

What's in for the citizens ?

At TRA, events and stands are, due to the nature of their promoters, driven by governments and industries, so progress in transport appeared mostly to consist in technological innovation or infrastructure development. There was almost no representation of citizens' organisations, apart from a stand of the European Cyclists Federation, and a presence of the European Passengers Federation as a speaker in two conferences. A wide part of TRA is open to research, typically in the form of poster presentations, that may be an opportunity for researchers interested in civil society involvement to share their insights.

WIIT has a stronger focus on people, as it starts from the issues met by women, in their private or professional life. A main question is how women are included or not, from the decision-making process to their consideration as users. Probably this focus stems from the fact that many participants are personally involved in these issues, in addition to the professional commitment that can be seen at TRA. I think that a major potential in making the citizens' voice heard in transport is indeed to improve the way gender issues are considered.

Both conferences were important meeting places, where many key actors could be met and would demonstrate interest in developing further actions together.

This disproportionately limited representation of transport users' organizations at these two major events are, in my opinion, a consequence of the lack of means of citizens' organizations that canot neither afford the staff and money required for a consistent presence during the exhibitions, nor during the preparation of such events.

The next TRA will take place in 2016 in Warszaw. A possible perspective could be that citizens' organization will be able to achieve a stronger presence in the topics, exhibitions and debates.

Some papers at TRA are directly about the citizen, but few approach the user as a potential contributor to the transport system. It is useful to gather reviews on the users, rather than only on the infrastructure.
